At “BIRDY” Hyderabad on 23rd and 24th August 2014.
The training was for the “Child ministers” of the “Neighborhood children parliaments”. These ministers came from “Tuition centers” organized by the project. This is a “Tuition center cum Children’s Parliament” project. Parents of poor children attach great importance to “tuition” (complementary learning) after school hours. This is a “felt need” of the parent. . They are willing to send the children to the tuition centers. They may not understand or give importance to the “right to participation” of the children on which the “Neighborhood children’s parliaments” are based. Though this is not a felt need of the parent, it is an important aspect in the development of children. When a group of children are given opportunity to express their opinion about their neighborhood and get their ‘consensus opinion’ to be implemented by the local authority they participate in the “Governance” of the neighborhood. They bring about significant improvement not only to the neighborhood but also to the personality of the child. Children celebrate their success and become more concerned about the neighborhoods and people around them. It is training to citizenship.
The project implemented by Bosco Seva Kendra (BSK), has organized 40 tuition centers in the Poorer neighborhoods (slums) of the city of Hyderabad. After implementing the tuition centers to the satisfaction of the parents BSK is now integrating the “Children’s Parliament activity into the tuition centers. First the teachers were give training on the concept and importance of Children’s parliaments. The teachers have initiated the CPs in the tuition centers and the members elected 7 ministers for the parliament:
- Prime Minister
- Home minister
- Health minister
- Education Minister
- Gender minister
- Finance minister
They have taken oath as members of parliament and as ministers. Now the ministers are invited for a two day training so that the parliament becomes functional.

The two day residential training started on 23rd August at 10 AM with an inaugural function. The Provincial of the Salesian province of Hyderabad presided as the chief guest. He welcomed the children and told them to feel at home in the house of Don Bosco. Fr. Thomas Santiagu, the director of BSK and Fr. Arulraj Asst. Director of BSK participated. Fr. T.Santiagu gave a key note address on the importance of Children’s parliament.

To make the training interesting to the children the trainer’s sand witched the sessions with Spicy songs and energizers. The children enthusiastically participated. Most of the learning was done in groups. When the children presented their group learning to the total group they compared their presentation with the other groups thus complementing and supplementing their understanding of the topic. For Example for learning the role of the ministers, the ministers (prime ministers, speakers etc.) sat separately in groups to learn their role in the CP. During the presentation by the Prime ministers group the other ministers learnt the duties of the prime minister. When the Home ministers presented their learning the other ministers learnt about the duties of the Home minister etc.
On the second day the ministers from each center gave display of a model Children parliament meeting to the rest of the group. Thus the groups had a thorough understanding of the democratic method of the procedure of the CP meeting.
The training concluded with an evaluation by the participants. The child ministers were invited to exercise their right to participation by expressing their opinion on the two days of training . Many of them came forward give their opinions. Many enjoyed learning about child rights and also the skits they performed to demonstrate the different problems in their neighborhood.
The training came to an end with the distribution of the record books to be maintained by each of the parliaments. Mr. Ambedkar the project manager thanked the resource persons and BIRDY for the venue logistics and food arrangements. Every one expressed satisfaction with the training.
